Foundation Repair in Cypress, TX
Cypress is an unincorporated area in northwest Harris County that the Texas Historical Commission calls "more a region than a single community" (Texas Historical Commission marker, 2012, checked 2026-10-15). There's no city permit office, so Harris County's floodplain rules are the place to start. SteadyHomeHouston publishes free guides on Houston foundation repair and will be paid by contractors for referrals once quote requests open.

A region, not a city
The Handbook of Texas places Cypress on U.S. Highway 290 about twenty miles northwest of Houston. By the mid-1980s, it says, the community itself was unincorporated, while the greater Cypress area had become a suburb of many subdivisions (Handbook of Texas, "Cypress, TX (Harris County)", Texas State Historical Association, checked 2026-10-15). A 2012 state historical marker says Cypress covers more than a hundred square miles in the Cypress Creek and Little Cypress Creek watersheds (Texas Historical Commission marker, 2012, checked 2026-10-15).
Who handles permits for a Cypress home?
Short answer: usually Harris County, not a city. Here's how the county frames it (Harris County Engineering permit FAQ, checked 2026-10-13):
| Question | What the county says |
|---|---|
| What needs a permit? | "A permit is needed for all development within Harris County." |
| What counts as development? | Man-made changes such as buildings or other structures, grading, paving and excavation |
| What's the rule behind it? | The county's Regulations for Flood Plain Management |
| Anything extra in the floodplain? | Building in the 100-year floodplain needs plans from a Texas-registered architect or engineer |
| Who do I call? | The Residential Group, 713-274-3920 |
That's a floodplain development permit. The county page doesn't say a foundation repair permit exists, so phone the Residential Group and describe your job. Texas does not have a statewide license for foundation repair contractors; cities may require permits. If your lot sits in the Waller County end of the watershed, Waller County is the one to ask.
Cypress Creek: older east, newer west
The Harris County Flood Control District says the Cypress Creek watershed covers about 267 square miles with about 250 miles of streams, reaches into Waller County, and had 453,399 residents in its Harris County portion in 2020. HCFCD calls it flood prone. It says the downstream (eastern) part was largely developed before today's floodplain rules, while the upstream (western) part developed later under detention requirements (HCFCD Cypress Creek watershed, checked 2026-10-15). In heavy storms, water can overflow from upper Cypress Creek south toward the Addicks and Barker watersheds across the Katy Prairie (Cypress Creek Overflow Management Plan, Texas Water Development Board report, checked 2026-10-15). Curious whether your street is in the mapped floodplain? Harris County Engineering links a lookup map from its permit FAQ (Harris County Engineering permit FAQ, checked 2026-10-13).
Prairie soil, in the county's words
A 1976 USDA survey of Harris County describes a Katy-Aris association of loamy prairie soils over the Montgomery Formation, making up roughly 13% of Harris County; Katy soils are about 41% of the association and Aris soils about 20%. Elsewhere it explains that montmorillonitic clay expands as it gets wet and shrinks and cracks as it dries, and says that pressure can crack walls and foundations even when they're specially reinforced (Soil Survey of Harris County, USDA, 1976, checked 2026-10-15). Those are county-scale maps. Your own yard could differ, which is one reason a contractor looks before quoting.
Symptoms and costs
KPRC's Houston-area report lists soil pulling away from the slab, new diagonal cracks near doors or windows, sticking doors and uneven floors as warning signs (KPRC Click2Houston, Sept 18 2026, news report, checked 2026-10-13).
