Two cities, two permit offices
Richmond and Rosenberg are separate cities, so a repair on one side of the city line is permitted by a different office than a repair on the other. Check which city your home is in before you call.
City of Rosenberg
- Rosenberg's permit page says that if you are "altering, repairing, improving" or otherwise changing a building within City jurisdiction, you need City permits. It also says a permit isn't required for "ordinary minor repairs," and to call 832-595-3500 if you aren't sure what counts (City of Rosenberg, Building Permits & Inspections, official city page, checked 2026-10-15).
- The City's fee schedule lists "Foundation repair" at a $100 flat fee and lists "Investigation Fee (for work without a permit): $275.00" (City of Rosenberg, Schedule of Fees (Resolution R-4093, August 18, 2026), checked 2026-10-15).
- Permits and inspections run through the My Government Online (MGO) portal, which Rosenberg launched June 25, 2025. Inspection requests in before 3:00 pm are scheduled for the next business day (City of Rosenberg, Building Permits & Inspections, checked 2026-10-15).
City of Richmond
- Richmond moved its building permit and license applications to My Government Online on October 14, 2024; owners and contractors can apply, request inspections and pay fees there (City of Richmond, Online Permit and License Application, archived Aug 9, 2026; also see the live City page, checked 2026-10-15).
- The Building Department's permit office number is 281-232-6871 (City of Richmond, Building Department, archived May 20, 2026; also see the live City page, checked 2026-10-15). Call the City to confirm before you rely on it. Richmond's page doesn't spell out a foundation-repair rule, so ask that office whether your repair needs a permit and what it costs.
Texas does not have a statewide license for foundation repair contractors; cities may require permits.
Living near the Brazos River
After Hurricane Harvey, the U.S. Geological Survey published flood-extent and depth layers for the Brazos River for the August and September 2017 flood, and its list of places covered includes both Richmond and Rosenberg (USGS, Inundation layers for the Brazos River, August and September 2017 flood, federal data release, checked 2026-10-15). The Fort Bend County Drainage District posts a Brazos River inundation map keyed to the Richmond gauge, frequency maps from the 2-year to the 500-year flood, Brazos flooding history, and photos from the May/June 2016 Brazos flood (Fort Bend County Drainage District, Maps, county page, checked 2026-10-15). Use those maps and FEMA's flood map to see where your lot sits before any foundation work, and ask your city whether a floodplain permit applies.
Soil along the Brazos
The 1960 USDA soil survey of Fort Bend County describes the Brazos bottoms in detail. It calls Miller clay "the most extensive bottom-land soil in the county," a dark reddish-brown heavy clay that is "very sticky and plastic when wet." It describes Asa soils on "rarely overflowed bottom lands mainly along the Brazos River," with its sample profile taken north of Rosenberg, and says the lower-lying parts of the Brazos flood plains were overflowed about every 10 to 12 years (Soil Survey of Fort Bend County, USDA, 1960, checked 2026-10-13). Those are 1960 farm-soil descriptions over a whole county, so they can't tell you what's under your lot; a site visit can.
Questions to ask, price and insurance
- Which city's permit does my job need, and who will pull it?
- In Rosenberg, is the $100 permit in your price?
- Is my lot in a mapped Brazos floodplain?
- Will an engineer design the repair?
Nobody has sent us Richmond or Rosenberg quotes to compare. If you want a sense of scale, our cost page lists published Houston-area ranges and names each source. Insurance: whether a policy pays for foundation work depends on that policy, so ask your insurer or agent. The Texas Department of Insurance explains policies and claims in its consumer guide (TDI home insurance guide, updated 6/1/2026, checked 2026-10-13). Quote requests are coming soon.
